All the people on the student council that Iroha's group is planning the Christmas event with are people who only want to make themselves look smart. They "brainstorm" and throw around "flash ideas" about a "grand design" to work toward a "synergistic effect," only responding to one another with "That'll work!" and making no actual decisions.
